2) Whether the legislation will cost money
3) Whether there will be paperwork involved

I can’t say I understand how putting guards on the border will stop bullets from coming across. Wouldn’t it be more likely that people would get hit instead of just a building? Or is the idea that we’ll start an international conflict by intentionally shooting back across the border?
